By a few times...even without the modem cards, but a 2501 can't do ISDN.

Can a PM3 actually split up a T1 and use a few channels for data (WAN
link) and a few for "voice" (DOV ISDN and analog calls)? i.e. Could you
have a PM3 with 2 fractional T1 links to NSP's as well as handle some
dialup use or does each T1 have to be dedicated entirely to IP or entirely
to dialup channels?

I've heard of taking a T1 and using some channels for phone lines and some
for data...but there's usually a number of separate hardware bits
involved.
