Multiple PRI's needing multiple numbers?

Has anyone come across a situation where you have a pm3 and 2 pri's
feeding it and the fone co said that they couldnt make the first pri roll
to the 2nd pri automatically if all the b channels on the first pri were
busy with NFAS?

I have a buddy who has this buddy who as this situation where the FONE CO
in swbell land is telling him that he has to have NFAS.
