After rebooting the PM2 a few times, power cycling it once, and
finding/fixing a config error that's been around for probably 6 months
(ever since I first configured ospf), the memory leak seems to have gone
away or slowed down considerably.

The config error was an extra network in the ospf area 0 table. The extra
was a typo of the proper one, and was a network not part of FDT's IP
blocks. I don't see why this would have anything to do with the
leak...but I don't know what else could have been responsible.
