Port Not hanging up

I log into my portmaster and do a show session and notice that I
have
the same user logged on three or four times and has been on for days
at a time.
but he has as much idle time as he has logged on on three or four
ports. The modem is off the hook
but noone is on the port although it says there is. What causes
this??
