Thats when the modems are failing to communicate so they decide to
mutually go DOWN to a slower speed and try there. And some modems will
actually retrain UP. If they notice that they are at a slow speed, one may
ask the other, "Hey, things are going pretty good, wanna try higher? If
the other one is configured properly and has this ability, it will say,
"Sure lets GO FOR IT!".
