Then this will never, and should never, ne proxy arped for.

You are only supposed to proxy-arp for hosts *on the same subnet* as the
ether0 address. Which is what we do.

This is why there are protocols like OSPF. Handling addresses not on
the same subnet is one of the things it does. I'm sorry, but you will not
be able to use arp/proxy-arp. You really need OSPF.
