Probably the easiest way to do it is to tell people that 56K service is a bit
more of a charge, and if the customer uses it, they will be billed for it.
Tell them upfront in a mass mailing.

Right before your billing, go though and generate a list of people who get
better than 33.6 connects, and adjust their billing.

It's a more valuable service, and it causes your phone bill and equipment
bill to double - you should charge for it. (Unless you're one of those
lucky people whos PRI payment is less than most people's car payment)

We don't use pm3's. We have have X2 in small scales. We charge a little extra
for ISDN users, and X2 users are rightly ISDN users as far as our facilities
go. We'll be keeping the ISDN (ISDN and X2) services on a different modem
server (pm2e), so it will be easy to track usage.
