They CAN, BUT... (big but) in order to realize the 53k thruput, you HAVE
to have a digital link in the ISP side, so it doesn't get you anything to
use 56k modems connected to pm 2e's unless they are used for dial-out.

If you use Chan T1, you have to bring it into a term server like the PM 3.
The PM 3 has to THEN have 56k digital modem cards in it. You cannot use
external 56k modems to achieve what you want to do.
