PM3 and Cisco 762

I'm having a problem getting a cisco 762 connected to a PM3. It acts as
if it isn't even getting to authenticating.

I get the following from the cisco

I don't get any logs from the PM to show me anything on the other end.

Anyone have any experience with getting the cisco to work with the PM?
Could this be a telco problem or a PM3/Cisco problem?

Suggestions please.
