Using office routers in remote sites

We are in SWB territory. SWB can supply ISDN to about any town that they
are in since it all gets routed through a major hub. My question is it
possible and cost effective to put a Livingston office router that does ISDN
in every town that I want to be and then put like a 2e portmaster in to
handle dial-in calls. On my end I could either put a 2e with 5 port ISDN
module or how about just putting an office router that does ISDN on this end
also.

In other words think of the spokes of a wheel with my main office in the
center. Could I cost effectively put an office router at each end, the
main office and the remote pop, use a 2e in the romote pop for users to dial
in with and viola connectivety. This would be for analog users anyway by
the way.

I realize that a PM3 might be the optimal solution at my site for all the
hubs to feed into, but I am trying to get by on the cheap just to make sure
it works, without a major investment in equipment first.
