You could view it that way. It's just the way it is. They get it - then
the PPP subsystem realizes they are trying MP and are over limit, and the
session is slaughtered before it finishes negotiation. So no STOP gets
generated with a time of 0.
I believe that is the general case. If a session has a 0 time, STOP is
not sent.
