Bad port

Hello,
I have a pm2e-30 ver3.5 and port 20 doesn't give a Terminal Ready light
on the modem, yet if I plug the modem into another port with the same cable,
it works ok!

Why wouldn't this terminal be ready?

Heres the config (which is the same as all the other ports):
