Lucent Modem Cards & Latency

Welp, I guess it's time to report latency now that we have installed our 56K
modem cards.

Before Lucent Cards:

140.1 minimum
150.1 average

After Lucent Cards:

130.1 minimum
130.1 average

This was done with standard 64 byte pings from a Linux box. MTU is set to 576.
Van Jacobson compression is turned off. Modem compression wasn't. The tests
were done from a Hayes 56K modem (connected at 33.6).
