Circuit Disconnect

Read through the release notes and didn't see anything about the CIRCUIT
DISCONNECT cause code we're seeing here.

Good description on the rest of the stuff though. Here's a little<snip> of
what we're seeing.

M4 S7 ACTIVE 26400 V42BIS LAPM 22 0 LAPM DISCONNECT
M5 S5 ACTIVE 28800 V42BIS LAPM 21 0 LOST CARRIER
M6 S4 ACTIVE 28800 V42BIS LAPM 37 0 LAPM RETRY

ComOS 3.7 PM3 2AT w/2xPRI and 56K modems

Also we are generally seeing closer send and receive rates across the
board. I also upgraded the OS to 3.7l in one of our OR-HS's and unless I'm
crazy the new OS shows a VERY noticeable rate increase. The client called
and asked what happened so if they can notice it ......
