User connect at 4800 baud

I happened to be watching when a specific user logged on and
noticed that he got a 4800 baud connection. I've got a PM-3
with the beta20 software and V.34 modems. He has a 28.8
modem (at least that's what he said). My guess is that it is
a winmodem. Is there a good generic winmodem init string?
BTW, I've got another user online at 26400.
