I can;t speak for Carl, but I use 56k DOV at one of my POP's because I can
only get CT1 from MFS as they do not offer PRI, and they include 32
virtual POP's with the service, or I could get PRI from AmeriReck and get
one rate center and be hosed for the rest of the market (Chicago)

Why would someone opt for 56k DOV over K56flex? Well, first thing that
comes to mind is you are garanteed a 56k connection with DOV, with K56flex
you are at the mercy of the telco's and line quality, as it is still an
analog service for the most part. Just like "Why do I never connect at
speeds greater than 26,400 when my modem will do 33,600?"
