No, that is the best speed for those modems. Anything lower makes a
bottleneck.
The modem might just be wedged. Are the dip switches on the modem set
correctly? If you can attach to the modem but it doesn't respond to an
'at', the modem might have been misconfigured to start.
If you reset the port and the modems are properly set they should reset
themselves. If not, then the modem probably isn't set to reset on DTR
loss - or it is wedged.
