Frozen Connections

I have a very sporadic problem that is effecting most of my users.
Usually it happens in the mornings between the hours of 6 and 8am, but
not everyday. People are able to log on and get authenticated, but can't
go anywhere.
They can't ping or do dns lookups. After about 8am, the problem
mysteriously
disappears. I don't have any big cron jobs taking place or anything
like that.
This is happening on both PM3's and PM2e30's. It can't be user settings
because
after 8:30 or so it clears up and the users are all set. I tried
changing the assigned
pool and the problem seemed to disappear for a week, but it appeared
again this
weekend with complaints this morning.
If anyone has any ideas as to what might be the problem, please
let me know.
