Both are common causes of framing errors. You can swap the cable/modem pair
with another port and see if the errors follow the modem.
If they do, then swap just the phone line. If it follows the phone line,
that's the problem.
If it stays with the modem, when swap just the modem, leaving the cable.
If it follows the modem, it's the modem. If not, it is the cable.
