My recommendation would be to purchase a
Microcom ISPorte rack. It has 16 slots which
take modem cards with 4 modems each, for a
total of 64 modems. They are also bringing
out a new version of the card which is
supposed to have 12 modems on it, for a total
of 192 modems in one rack.

It can be configured either with analog or
T1/E1/PRI service, but if you use digital
provisioning, the number of available slots
drops to 15.

I'm not sure what you mean by LL or PL modems,
but I'm taking a guess that it's Leased Line
and Public Line. If that's the case, then the
Microcom modems can handle either, as well as
fax.
