No, it isn't a hung modem.

It means that Carrier was lost - that's all. Half of the PPP dialers out
there disconnect by hanging up the phone - that will show Lost Carrier.
Unplugging the line is Lost Carrier. Turning off the modem is Lost Carrier.

In other words, a LOT of things will show as Lost Carrier on our end.
