MRTG will work fine for this task--you just need to massage it a bit to get
data about modems instead of ethernet usage. MRTG will nicely plot any
information you want; take a look in the contrib directory that comes with
it for some examples of different things you can do.

For some specific pointers on tracking modem pools, here's a getting

I'm not aware of a tool that does a better job for this sort of thing than
MRTG. We've been very happy with it, and most other people I know that are
using it seem to be pleased as well.
