PM-3 ISDN Question

We are looking to replace our PM-2E's with PM-3's. Can someone
explain to us how ISDN works when a user dials in with both of
their B channels active ? What does the PM-3 do when there are
so many callers connected that it runs out of channels on the pri ?
Does it automatically go to the next pri or does it convert some of
it's sessions from 2 BRI to 1 to make room for more calls ?
