Scenario 2 is easy to set up and will be more than twice as fast
as a sync 56k circuit.

They are easy to support. I have started to set up OR-U's in remote
offices as they can be setup with the same pm console I use for the PM
servers.
Now if they just added 3 things:
1. WALL MOUNTABILITY
2. POT(s) (in the worx but prolly far away)
3. STAC compression (in the worx and close)
Id be HAPPY HAPPY.
