PC-Tel Based Modems Hang on Connecting to PM3

I've run into about four different PC-Tel chipset, Plug & Pray modems, that
will hang the entire computer after handshaking. They connect at 2400 baud
just fine, but 19200 and up causes the system to hang. I've seen it happen
with 28.8 and 33.6 PNP modems from different manufacturers.

The modems will handshake, seemingly fine until the very end; about 1
second after the handshake sounds like it has terminated a steady tone
appears and Windows 95 immediately crashes to a complete halt (no
Ctl-Alt-Dlt, no mouse, no keyboard) the only thing you can do is power
cycle or reset the computer.

This is a very ugly situation. We're using PM3's, CT1 (trunk side), B8ZS,
ESF, Wink Start and running pm3_3.5.1b20 on all three of our units.

Any ideas, or are we going to have to wait until the new DSP's arrive?
