Once upon a time Net Master shaped the electrons to say...
>The question is "if the users are pointing their browsers to the proxy
>and let the proxy server fetch the web docs" then the filtering should be
>done at the proxy server and not at the connection".
>
>Am I correct or can the both be used together?

You want to do two things:
1. Use a packet filter to force them to use the proxy and not go around it.
2. Use the proxy to them control the content.

A proxy alone can always be avoided by calling the site directly.
