Once upon a time James T. Robson shaped the electrons to say...
>On my PM-3, I'm using one port (line0) as my PRI input for dial-up access
>and temporarily using the second (line1) as the wan port to my provider. I
>want to interface to two networks on the wan port. a small subnet and a
>Class "C" is it possible? My provider tells me that I should be able to

Is it PPP or Frame Relay?

> If that's not possible, I need a scheme for switching from the subnet t
>the class "C" without a disruption in service to my www clients.

Any connections that exist when the switch happens will probably be lost.
Packets will end up running into the new deadend of the old route and would
have to figure out the new routing. And routing takes a while to spread
across the nets. It really can't be helped.
