3com Impact IQ ISDN and PM3

I saw some previous notes on this topic. Just got off the phone with a
user who suddenly could not connect. ISDN debug showed V120 rate
adaptation but the logs showed his previous connects were all straight
ISDN. When the user dials in, the port goes to USERNAME.

Looking at the Livingston ISDN pages showed that S71 on the Impact
should be set to "1" to prevent accidental V-120. Once we changed this,
things started working.
