Can't make OR-HS dial-on-demand

I've got an OR-HS with a modem connected to S0, and it won't dial on demand.
I've been beating my head against the wall on this and can't seem to get it to
work. I know I have to be missing something obvious, but so far reading the
manuals and list archives haven't turned up the answer. I'm hoping someone
else out there has done this and can see what I'm missing.

I'm using a /29 subnet on an ethernet, and I'm talking to the router via
telnet from a PC. The OR has a Hayes modem attached, using the "console"
cable that came with the OR plus a null modem adaptor. There's one location
defined, "swcp". The router has a static IP assigned to it when it dials into
our network (it's dialing into a PM2e).

If I do "dial swcp", it calls up, connects, after a few seconds it gets a
default route and then I can use the connection. It works perfectly. The
only problem is that it won't dial on demand. Something I saw on the list
said that if there was a location set to on_demand, then the router would
establish a connection at boot time to doanload routes. This one does not do
that.

Here's what "show routes" looks like when there is no connection established:

Note the lack of a default route (0.0.0.0). I have "default routing" turned
on, and the OR learns its default route after the connection is established.

So, has anyone else seen this? Any ideas? I've been using PMs for several
years, but this is the first time I've tried to make one dial on demand. Any
hints will be appreciated. Thanks,
