I saw similar behaviour when using linux dialing into a PM. I always
thought it was just some strangeness of linux. We never came up with a
solution beyond having a pingbot on the linux side break the connection
and redial.

Any chance of those paper cups and string being upgraded to tin cans
and wire? Or as a coworker has said . . . I've seen better throughput
