I sorta do not think that is the problem. PM3 = all digital. If the box
is comming up at all you can pretty much say that it is not a power
problem comming into the box.

It could be problems with the CO switch or the T1. Possibly a echo
canceller mis configed...even though there should not be any on a local
call in most cases.
