I don't have exactly your configuration but I've seen something similar
with my setup. I've seen users connect and have a flaky connection which
causes them to continuously retrain. They may have a few moments of good
signal and then another retrain. Eventually one of the modems will drop
the connection if things get too bad. Usually they can dial right back in
and get a good connection. Sometimes this does indicate a bad modem at
one end or the other.

One of the biggest problems I have is helping people understand that the
technologies used to connect their computer to the rest of the world do
not work 100% of the time. They don't like hearing that they just need to
try the connection again but that is usually the fix. Personally, I get
great connections almost 100% of the time but I don't _expect_ it.
