Busy Out on PM3

Is there a way to busy out lines on a PM3? With my PM2e's and MultiTech
rack mounts I could flip the busy switch for an entire PM2e and after an
hour or two the current calls would finish and I would be left with an
idle Portmaster that I could upgrade or reboot with no loss of service.

I can't seem to find any way of upgrading a PM3 without disrupting
service. Any way to tell it to stop taking calls and return busy signals
or somehow get calls to pass on to the next rotary line? Turning modems
off seems to disconect the users using them at the time.
