I spent a lot of time messing with this problem on my girlfriend's Aptiva.
Installed 3 different patches (for the same PC/modem) in the last year and a
half. Try:

http://www4.pc.ibm.com/aptips/sprtdsks.html

I installed the MWIN001-MWIN003 files first and then installed the MWV34.EXE
Also installed the W95UPFIX.EXE (mainly due to the "fix online services"
remark") which actually seemed to finally resolve all the issues. We are
running the pm2e, so these still might not make a difference if it is truly a
pm3 problem as opposed to an IBM problem.

With all the patches I have run through on her Aptiva and STILL have problems
with the MPEG and sound - I am inclined to believe it is not a Livingston
issue...
