1. Setting it on the port has NO impact in dialin/out use - ever.
2. Setting it by user ONLY works if they use chat scripts. See, MTU is
negotiated BEFORE PAP/CHAP. So by the time the PM has the user's settings,
it is too late to adjust MTU. That is just how PPP works. Chat scripts
allow the NAS to have the user data before PP starts, so it uses it.

Note that MTU is really M*R*U for PPP - we are telling the other end what
we can receive, the max they can transmit. Since the PM has no problem
receiving packets of 1500, lowering it doesn't do much. If you want the PM
to send smaller packets, you need to have the client lower their MTU.

No. Since we can't know the user data in time with PAP we use the PPP
MTU default of 1500.
