What you are asking about is similar to the +MS=x,x,x,x settings on many
modems. For example with a Supra I use:

+MS=11,1,9600,33600

The first value, 11 is for v.34 and the second value 1 allow it to fall back
to any protocol that falls within that speed range. The 9600 is the lowest
speed to support and the 33600 is the highest.

Looking at the chart below users can connect with v.34, v.FC, v.32, or v.32bis.

Say you set it to 16800 for the lowest, then only v.34 and v.FC would be
allowed and if change the 2nd value to 0, only v.34 is allowed.

Why in the hell would you want to allow only v.34?! I'd like to set the
lowest to 14400, but that would alienate at least 3 customers, but we could
give them a 14.4 modem.

Not sure but I remember that MZ didn't want v.FC support and I agree, but
whether they support this style configuration is for them to tell.

Does the PM3 modem card have any documentation?
