Busy Out Problem with PM3

Has anyone heard of a problem with modems being busied out from a PM2e? I
checked with the Telco and couldn't find the problem. The modem doesn't
seem to be picking up but acts as if it is busy and rolls the caller to the
next hunt number.

Any help or ideas would be greatly appreciated.
