Once upon a time Bob Collie shaped the electrons to say...
>1) What is a reasonable timeframe for the 33.6kbps modem upgrades?

Likely to be a few weeks.

>2) In upgrading the modem software on the PM3, do you have to upgrade it
>per modem, card, or system? In preparation for an upgrade and/or equipment
>swap, is there a way to tell the processor to not route any additional
>calls to a modem and/or card? Can you reload a certain card without
>reloading the entire chassis? Are the modem cards hot-swappable?

1. Per chassis, the modem code is part of the ComOS.
2. Yes, you can busy out modems manually.
3. No, it is the entire chassis at once, not per card.
4. Yes, the cards are hot swappable.
