My carrier tells me that my packets are coming out of my
irx-114 already marked as discarded, and that's why they' re
not making it to the cisco router on the other side of
the frame cloud.

Does anyone know about this? I have not (yet) seen any reference
to this kind of problem.

Thanks.

Response:

Why are the packets being discarded? Are you exceeding your burst?
Are the packets marked discard eligible and being discarded in the
network?

I have seen a problem where the router sends in "extra" packets
that are discarded at the ingress of the switch. I called and talked
to Livingston and they have sent 3 routers to us to try and
recreate in our lab. I have not been able to recreate at this point.

Are you running a T1, frac T1 or a DS0 ckt?

As far as I can tell, the information being discarded is not
service affecting. Of the times I have seen it, the customer was not
aware that it was even happening.

Perhaps we are talking about 2 different things here.
