Yes, it is. We offer internet access and "these are the minimum system
requirements..." None of the software companies seem to mind telling me I must
have a 486/Pentium/etc or higher to run their software. .

If they want to use a 640K '286 box with 1200/2400 modem,

It is not discrimination, it is a minimum requirement for using your service.

If such poor quality conditions, why bother with a PM3? PM2 should be all you
would need in those circumstances.
