This is called "slamming" and it's re-visited in the news occasionally.

You have to be careful. Sometimes those little contest blanks you fill out, authorize them to switch you. (as one example)

If I am correct, Excel Tel is a MLM company. Maybe soone signed you up.
I would call and ask.
