I believe you mean 3.5b8 and 3.5b9 - two *PM-3* ComOS betas.

Beta releases are NOT public. And yes, usually invite only. Sometimes
we put out open invitations to apply. and then we pick who we're going to
use based on what each site can do for us testing wise.

ie, it would be stupid to have 14 identical sites in a beta, or have all
sites in the same RBOC turf, etc.

And we're not doing open, everyone come, betas like we did with Linux and
BSD/OS. That cause more problems than it solved and the confusion slowed
development.
