Pm-2e + 3Com ImpactIQ <=> Digi Routora

I am in the middle of setting up an ISDN link (64K at present) with a
PM-2e with a 3Com ImpactIQ on one end and a Digi Routora on the other.
The ISDN line seems to come up okay, but when we get to the LCP
configuration the LCP packets sent by the PM to the Digi are not
acknowledged. The ones send from the Digi to the PM are acknowledged.
The 3Com is running version 3.00 with PPP. The PM is configured
just like a modem with the baud rate of 115200. I have tried a few init
strings but still cannot get PPP up.
Any suggestions?
