The reasons are practical and pragmatic. This is one of the techniques
that the BBS industry has developed over the last 10 of 15 years. The
other technique is to apply the init string to the modem after every
call. I believe this the operational mode of Waffle and wildcat BBSs.

The crux of either method is the belief that modems are unreliable in
maintaining their configuration either in live memory or in NVRAM.
