Yes, that's telnet option negotiation (covered by my reference to
"transparency problems":-) - Unix telnet clients typically don't do that
when connecting to something other than telnetd, but apparently the PM
does. Try the netdata service instead, i.e.

...
Login-Service = TCP-Clear,
Login-Port = 540

- seemed to work for me with a quick test at least (I'm not too good at
speaking UUCP protocol:-).
