Subnets

I've been watching all the discussions occuring about routing and
subnetting, and I am a bit confused. I have seen folks discuss the use of
subnets for logically breaking down class B and C address blocks, but I'm a bit
fuzzy on how routing handles this. For example, I have seen suggested netmasks
of 255.255.255.0 or 255.255.255.255 at defaults for Joe User, but what is this
actually doing? Why would one subnet be prefered over the other? How will the
subnet allow me to allocate a batch of IPs to either a static or dial-up
customer thru the PM?
