connecting @ 9600???

For some time now, our USR 28.8's and 14.4's have been connecting people
at 9600 for no reason. They've just slipped into that mode fairly
recently too with no modifications at all on the pm. All of the
ports are set to 115200 too. Anybody know why or how to fix this?
