How do you spot bad telco lines and/or modems

Using multiple PM2e30s, what techniques are in use to spot the telco
lines/modems that users report as offering an answer, but not connecting?

Our telco CO has a limit of 15 lines in an individually addressable hunt
group, therefore our incoming lines are not individually addressable.

Using USR 28.8 Sportsters.

Is there a way to get an ATI6 type log?
