You can't. At least not without propagating host routes all around your
WAN which would be a real disaster.

You need to bite the bullet and start moving your users over to dynamic IP.

If you really really really want to pursue host routing, do "add netmask
a.b.c.0 255.255.255.255" on all your PMs for each class-C net you use for
static IPs. This will get the PMs announcing host routes. You will
probably have to do "Stuff" to your backbone routers to have the host
routes propagated as they are.
