Yeah, it would - which is why you can.

Framed-Address = x.x.x.1
Framed-Netmask = 255.255.255.240
Framed-Route = "x.x.x.0 x.x.x.1 1"

It's worked when I've done it, some sites seem to have odd networks and
also use 'add netmask x.x.x.0 255.255.255.240' on the PM itself.
